Civil Design & Construction, Inc. (CD&C) is a woman-owned/small business established in 2005 by Ms. Karla E. Weston, P.E., located in Port Allen, LA.

Our services include Cost Engineering, Civil Engineering, and Surveying for various governmental agencies, local and federal, as well as private entities. CD&C has a combined staff of design engineers, surveyors, cost estimators and construction experts that are experienced and knowledgeable and will produce a quality design while meeting the needs of the client and adhering to all regulations.

Cost Engineering and Cost Estimating services are provided primarily for USACE Civil Works projects such as pump station complexes, various types of channel closure gates, T-Walls, roadways, bridges, and numerous types of levee construction. CD&C has provided Cost Engineering Services for multiple USACE Districts throughout the US while receiving excellent ACASS ratings.

CD&C also provides Civil Engineering Design services such as transportation, roadway, hydraulic, design and analysis, airport and large commercial site developments. CD&C is capable of every level of detail and complexity from feasibility studies to final construction plans.

CD&C has recently added surveying services to their growing list of services. CD&C can provide surveying services for transportation, roadway, hydraulic, design and analysis, flood studies, airport and large commercial site developments along with support in land planning for residential developments and large scale private developments. Also, CD&C can deliver surveying support to Engineering, Architectural, and Geotechnical firms that may not have surveying capabilities.
