Civil Design & Construction, Inc. (CD&C) is a Woman-Owned Small Business located in Port Allen, Louisiana. Established in 2005 by Ms. Karla E. Weston, P.E., CD&C provides both Cost Engineering & Civil Engineering Design services for various Government agencies and private entities. In January 2006, CD&C, Inc. acquired PAE, Inc., a Baton Rouge based company providing these services for the past forty years. The merger of these 2 companies allowed CD&C the opportunity to build upon the skills and knowledge of the older firm by adding additional staff with updated skills and innovative, cutting-edge design. We believe this brings the best of both worlds to clients - old tradition and experience with new technology and design innovation.

CD&C provides Cost Engineering services primarily for USACE Civil Works projects such as Pump Station Complexes, Various types of Channel Closure Gates, T-Walls, Roadways, Bridges, and many different types of Levee Construction. CD&C also provides Civil Engineering design services including Transportation, Roadway, Hydraulic, Drainage, Airport, and Large Commercial Site Development. Our combined staff of design engineers, cost estimators, & construction experts provides a unique background for all of our projects.

CD&C strives to produce a quality design that meets all regulations, addresses the client‘s needs and wants, and addresses any and all constructability issues that many people overlook. Ease of construction is a key to the success of any project, and CD&C employees pride themselves in taking every effort possible to ensure that our projects are thoroughly designed. As a result each project also undergoes our Quality Control Plan.
